Mulch cover on the junior EB...to use or not to use

Im going to be honest. I didnt intend to use the mulch covers at first because I have my 2 ebs on an apt rooftop which gets very hot and didnt think that weeds would be a problem. The one thong that I didnt consider was the rain possibly washing away fertilizer. This is the 1st day that I planted in them.  I already planted 4 small herbs in 1 eb and just seeds in another.

For the small herb plants, would it be just as easy for me to cut slits and cover them with the mulch cover without having to take them out and replant them?

For the other box, I dont exactly remember where I planted the seeds. They are all on one side as instructed in the diagram. Should I still cut several slits and cover them or should I wait until sprouts emerge?

Use the covers, don't worry about the heat load. I'm in Zone 9a, use the black side of the cover, EBs in full sun all day. The mass of the water reservoir creates a buffer that slows the rate of heating up.
